The Information Commissioner issued guidelines on privacy impact assessment (PIA), introducing new police measures, representing a methodological framework for a prudent, reasonable and legitimate introduction of new police measures, especially those with a technological nature (data retention, drones, IMSI catchers, Trojan horses …).
The guidelines are meant as a tool to help the law enforcement agencies prior to the introduction of a new measure:
– to envisage the risks and safeguards against unjust interferences with the right to privacy,
– to produce a PIA and present the arguments for the necessity, appropriateness, effectiveness and proportionality of the proposed measure,
– and to allow for a public discourse on the topic.
